FAQ generali*
1.Cosa sono le Customs Decisions?
CDs are Authorizations granted by the competent customs authority based on requests submitted by the EO. All exchanges of information, requests, or decisions between customs authorities, as well as between economic operators and customs authorities, are conducted using computerized procedures in the Customs Decisions System. Archiving of this information is also required by customs legislation.
For further information, please refer to:
general information taken from the European Commission portal;
the national provisions, on Agency portal.
2. What is TP (Trader Portal) and how do I get it enabled?
The TP is the economic operator's portal where they can manage applications and issued authorizations. Each Economic Operator can appoint one or more "Managers.".
First, you must have or enable STD authorization for the PNF and designate subscribers (each with their own authorization and access to the STD). With these credentials, access the PUD, nominate the "Manager" and enable the authorizations. For further information, see the instructions in the following notes:
- nota n. 104198 del 14/09/2017 – Nuovo Modello Autorizzativo e modalità per l’accesso ai servizi digitali disponibili sul Portale Nazionale (PUD – Portale Unico Dogane) e sul Portale dell’UE (TP – EU Trader Portal;
- Note no. 120307 of 24/10/2017 – New Single Authorization Model (MAU) and methods for accessing digital services available on the National Portal (PUD – Single Customs Portal) and the EU Portal (TP – EU Trader Portal) – Instructions for using the Public Digital Identity System (SPID) – Clarifications and use cases for using the MAU and accessing the TP”
3. Come richiedere assistenza?
The helpdesk service responds to technical and legal-procedural questions relating to customs decisions. Users (economic operators or customs personnel) send assistance requests to dogane.helpdesk.eu@agenziadogane.it, specifying the nature of the problem in the subject line, as follows:
[IT][CD][CDMS]Object description (for technical questions relating to the CDMS component)
[IT][CD][TP]Object description (for technical questions relating to the TP component)
[IT][CD][EORI]Object description (for requests to update the EORI record displayed by the CDS)
[IT][CD][OTHER]Object description (for technical questions not included in the previous categories relating to the CDS)
[GP][CD][XYZ13]Object description (for legal-procedural questions relating to Customs Decisions)
For example: for a technical problem displaying decisions on the CDMS, the subject should be a string of the type "[IT][CD][CDMS]Problem displaying decisions". For a legal-procedural question relating to the "Application or authorization for the status of authorized consignee for Union transit", the subject should be a string of the type "[GP][CD][ACE]Multi-member state validity"*

4. Cosa fare se è stata presentata un’istanza a un ufficio non competente?
Withdraw your application as soon as possible, and in any case within 30 days of submission, using the "Withdraw Application" feature available on the TP, and submit a new application to the competent customs office.
5. Fino a quando è possibile ritirare un’istanza inviata sul TP?
It is possible to withdraw an application submitted on the TP until the competent customs office makes the decision and communicates the outcome (favourable or unfavourable) to the economic operator with the appropriate notification on the TP.
6. Nell’elenco delle notifiche del TP ho ricevuto la notifica “Decision Notification” relativa al rilascio dell’autorizzazione. Riesco anche a vedere il numero di riferimento dell’autorizzazione ma non i dati contenuti al suo interno. Come mai?
Only valid authorizations are viewable in the TP and CDMS. If an authorization with a subsequent validity is issued, it will only be viewable starting from the start date.
Example: Authorization issued on May 25, 2018 – valid from June 1, 2018 to November 30, 2018. The authorization cannot be viewed until May 31, 2018 (inclusive) and from December 1, 2018 (inclusive).
E’ comunque possibile consultare i dati generali dell’autorizzazione sul portale della Commissione.
7. Come salvare i dati inseriti per evitare di perderli a causa della scadenza della sessione?
In the TP, use the "Save for later use" button, which allows you to both extend the session duration and save a draft of your work (which can be resumed later). Drafts are stored in the TP for a limited number of days, after which they are automatically deleted from the system.
In the CDMS, use the "Save for later use" button, which only allows you to extend the session duration but not save a draft of the work completed. The Commission is working to correctly manage drafts in the CDMS as well.
